South Carolina H4602 requires special purpose districts to lower their millage rates when they remove services.

South Carolina H4602 amends the state code to mandate that special purpose districts reduce their millage rates for property tax purposes when they consolidate or remove services. The adjusted millage rate must reflect the removal of these responsibilities. The South Carolina Revenue and Fiscal Affairs Office, in consultation with the appropriate county, calculates the new rate based on historical expenditures, current service responsibilities, and revenue needs for continued services. The district must submit this adjusted rate to the county auditor by June 1st for implementation.
