Amends House Rule 4.2 to adjust the composition of Standing Committees based on party representation.

This bill amends Rule 4.2 of the Rules of the House of Representatives to change how Standing Committees are composed. It requires these committees, excluding the Legislative Ethics and Operations and Management Committees, to have members appointed in proportion to the number of Representatives from each political party. The majority party must hold a majority of the seats on each committee. The Speaker will adjust committee membership after the members are sworn in and during each organizational session.
