Establishes an odor management process for facilities emitting objectionable odors in South Carolina.
This bill adds a new chapter to the South Carolina Code to manage objectionable odors from facilities. It defines "objectionable odor" as air pollution beyond a facility's property line that is injurious to public health or welfare or unreasonably interferes with the enjoyment of life or property. The Bureau of Air Quality must investigate complaints if five or more are filed within 48 hours. The bureau chief can require facility owners to develop an odor management plan to mitigate emissions. The bureau must provide technical assistance in developing the plan.
