Amends South Carolina adoption laws to allow adult adoptees to access their biological parent's identity if deceased.

This bill amends South Carolina's adoption laws to allow adult adoptees to access their biological parent's identity and related adoption information if the biological parent is deceased. The adoption agency must release this information upon request from the adoptee, who must provide a certification from the Department of Public Health's bureau of vital statistics or another jurisdiction's vital records office. The bill also establishes a confidential register for adoptees and biological relatives who have filed affidavits.
