Prohibits earmarks in appropriations bills and allocates budget surplus to infrastructure, public safety, and K-12 education.

This bill amends the South Carolina Code to prohibit appropriations bills or amendments from including earmarked funds for specific projects or entities starting in Fiscal Year 2026-2027. Instead, any budget surplus will be divided equally among all members of the General Assembly and allocated to essential governmental functions within their districts, including infrastructure, public safety, and K-12 education.
