South Carolina H4386 amends the state code to require the Public Service Commission to consider specific factors when a public utility seeks to acquire water or sewer property or assets from a county, municipality, or special purpose district. The bill mandates that two independent appraisals be submitted with the application, and the average of these appraisals, including any appraisal offered by the Office of Regulatory Staff, shall constitute the fair market value.
