Exempts properties from connecting to municipal or county water and sewer systems if they lack capacity and allows property owners to install wells.

This bill amends the South Carolina Code of Laws to exempt properties from connecting to municipal or county water and sewer systems if the systems lack the capacity to extend services. It also allows property owners within municipality or county limits to install a well or septic tank if it is more economical than connecting to the municipal water or sewer system. The changes take effect upon approval by the Governor.
