Requires NPDES permit holders to post signs at wastewater discharge outlets.

The bill mandates that any person with a National Pollutant Discharge Elimination System (NPDES) permit for discharging effluent into South Carolina waters must post a sign at the discharge outlet. The South Carolina Department of Environmental Services will create a template for these signs, which must include specific information such as the permittee's name, facility name, permit number, and a reporting phone number. The sign must be visible from the receiving water or posted on the bank if the outlet is submerged.
