Homeowners associations must hold open meetings and allow flag display; restricts political sign enforcement and fines for expired tags.

The bill amends South Carolina law to require that all meetings of the board of a homeowners association, including any subcommittee or other committee of the board, be open to all members of record. It prohibits homeowners associations from enforcing or adopting restrictive covenants that prohibit the display of one portable, removable United States or South Carolina State flag on property. The bill also restricts political sign enforcement, allowing signs for candidates or measures to be displayed 90 days before an election and up to 10 days after.
