Requires payment for unused annual leave exceeding forty-five days for eligible public employees.

Amends the South Carolina Code to mandate payment for eligible public employees with unused annual leave exceeding forty-five days at the end of the calendar year. Payment must be at one hundred percent of the employee's base pay. This change applies to all eligible employees and takes effect upon approval by the Governor.
