Decriminalizes possession of small amounts of marijuana and hashish in South Carolina.

This bill amends South Carolina law to decriminalize possession of up to 28 grams of marijuana or 10 grams of hashish, treating it as a civil citation offense. Law enforcement can issue a citation and fine offenders between $100 and $200, but offenders will not be arrested or taken into custody. The bill also allows for participation in drug abuse programs and pretrial intervention for first-time offenders. The changes take effect upon approval by the Governor.
