Expands eligibility for handicapped license plates to include autistic and neurodivergent individuals.

The bill amends the South Carolina Code to expand the definition of "handicapped" for the issuance of special license plates. It includes individuals with autism or neurodivergence, in addition to those with physical disabilities, lung disease, cardiac conditions, or other specified impairments. This change allows more individuals to qualify for the special plates, which may offer parking and other benefits.
