The bill mandates that watercraft owners in South Carolina must carry a liability insurance policy with at least fifty thousand dollars of coverage per occurrence. Owners of watercraft at least sixteen feet long must certify insurance coverage when applying for a title or registration. Failure to present proof of insurance during an accident creates a presumption of being uninsured, leading to potential misdemeanor charges and fines. Fines collected fund a boater training and safety program.
