South Carolina H3640 amends the state's election laws to implement a nonpartisan open primary system for county, state, and federal offices, excluding presidential and vice-presidential elections. In this system, all candidates for these offices will be listed on a single primary ballot regardless of political party affiliation. Voters can participate in the primary regardless of their own party affiliation. The top two vote earners from the nonpartisan open primary will advance to the general election.
