Creates the offense of obscene visual representations of child sexual abuse.

Amends the South Carolina Code to create the offense of obscene visual representations of child sexual abuse, defining terms and establishing penalties. Adds the offense to the sex offender registry and clarifies when an offender may file a request for termination of the requirement. Specifies that the offense does not apply to law enforcement employees acting within their official capacity.
