Establishes uniform standards for law enforcement mediation programs in South Carolina.

The bill mandates the Law Enforcement Training Council to create a minimum set of uniform standards for state and local law enforcement agencies when implementing mediation programs to resolve misconduct complaints. These standards include guidelines on complaint referral, mediator qualifications, mediator training, and the rights and duties of complainants and law enforcement employees. The council is also tasked with developing mediator training programs. The bill takes effect upon approval by the Governor.
