The bill amends South Carolina law to ensure that prisoners earning less than the federally established minimum wage will not have the cost for room and board deducted from their wages. Instead, if a prisoner has child support obligations, 35% of their wages must go toward these obligations. If there are no child support obligations, 25% of the wages must be used to defray the cost of the prisoner's room and board. Additionally, 10% of the wages must be made available to the prisoner for the purchase of incidentals.
