Increases penalties for littering in South Carolina, including fines and litter-gathering labor.

The bill amends South Carolina's littering laws to increase penalties for dumping litter on private or public property. It raises fines for littering in amounts exceeding fifteen pounds but not exceeding five hundred pounds, and for amounts exceeding five hundred pounds. The court may impose litter-gathering labor or community service instead of or in addition to fines. Vehicles, vessels, aircraft, and other equipment involved in dumping over five hundred pounds of litter are declared contraband and subject to seizure.
