Establishes a statewide property tax millage to fund public school operations and capital improvements.

The bill amends South Carolina law to impose a statewide property tax millage on all real and personal property subject to property tax. This millage replaces any property tax imposed by individual school districts for school operations or capital improvements. The General Assembly must annually determine the distribution of this revenue to school districts. The bill also exempts all real and personal property from any property tax imposed by individual school districts for school operations.
