Establishes an African American Confederate Veterans Monument on State House grounds.

This bill establishes an African American Confederate Veterans Monument on the grounds of the State House in South Carolina. It creates the African American Confederate Veterans Monument Commission to determine the design and location of the monument. The commission is composed of eleven members, including the Chairman of the South Carolina Confederate Relic Room and Military Museum, five members appointed by the Speaker of the House, and five members appointed by the President of the Senate.
