Establishes regulations for the registration and operation of Utility Terrain Vehicles in South Carolina.

This bill amends the South Carolina Code to define "Utility Terrain Vehicle" and establish regulations for their registration and operation. It allows political subdivisions to create separate UTV paths on highways and streets, provided certain conditions are met. It permits UTVs to operate at night on designated portions of barrier islands in counties with populations between 150,000 and 250,000, if equipped with headlights and rear lights. It restricts UTV operation to daylight hours, limits the distance from the registration address, and requires a permit and proof of insurance.
