Establishes the South Carolina Equine Promotion Act to promote the equine industry through a board funded by fees on commercial horse feed.

The South Carolina Equine Promotion Act creates the Equine Promotion Board to promote and improve the economic development of the equine industry. The board is funded by a $2 per ton assessment on commercial horse feed sold in the state. The funds must be used for research, education, and promotion of the equine industry. The State Auditor must conduct an annual audit of the Equine Promotion Fund. The act takes effect upon approval by the Governor.
