Bans South Carolina school district trustees from delegating authority or appointing proxies to vote.

The bill amends South Carolina law to prohibit school district trustees from delegating their authority or appointing proxies to vote or act on their behalf. Any actions taken by delegation or proxy are declared null and void from the start. Trustees who delegate their authority or appoint proxies are subject to removal by the Governor. The act takes effect upon approval by the Governor.
