Establishes the Young Farmer Loan Program to assist young farmers in purchasing farmland.

The bill establishes the Young Farmer Loan Program, administered by the South Carolina Conservation Bank, to provide loans for young farmers to purchase farmland. Eligible applicants must be between 18 and 40 years old, have at least three years of farming experience, and a net worth of no more than $300,000. The farmland must be zoned for agricultural use, contain at least 15 tillable acres, and be located in South Carolina. The loan amount cannot exceed 70% of the appraised easement value of the farmland, and the total loan per recipient cannot exceed $500,000.
