South Carolina bill H3131 prohibits law enforcement agencies from purchasing or using cell-site simulator technology.

South Carolina bill H3131 amends the state code to prohibit law enforcement agencies from purchasing cell-site simulator technology or devices. Agencies currently using such technology must discontinue its use and discard the devices. The bill defines "cell-site simulator technology" as devices that can identify, locate, or track communications devices, intercept communications, affect device operations, force transmissions, deny device access, or spoof communications networks. The act takes effect upon approval by the Governor.
