Decriminalizes possession of small amounts of marijuana and hashish in South Carolina.

This bill amends South Carolina law to decriminalize possession of small amounts of marijuana and hashish. Possession of up to 28 grams of marijuana or 10 grams of hashish is now a misdemeanor, punishable by a fine of up to $200 and up to 30 days in jail. The court may issue a citation instead of arresting the offender. For a first offense, the court may require the offender to complete a drug treatment or rehabilitation program. Subsequent offenses increase the penalties, with a third or subsequent offense being a felony.
