South Carolina H3060 amends the South Carolina Code of Laws to require a courtesy summons when charges are dismissed or nol prossed after a preliminary hearing and an arrest warrant is sought. This courtesy summons must be issued if the defendant is subsequently indicted by a local or state grand jury on the original or substantially similar charge or charges. The bill adds Section 17-23-168 to Chapter 23, Title 17 of the South Carolina Code. This act takes effect upon approval by the Governor.
