The bill creates the South Carolina Community Investment Fund, a separate fund in the State Treasury for discretionary appropriations to political subdivisions for community investments. Appropriations to the fund are only allowed if the Board of Economic Advisors certifies that projected general fund revenue exceeds the total amount necessary to fully fund certain priorities. The fund is administered by the Executive Budget Office, in consultation with the Revenue and Fiscal Affairs Office.
