Amend The South Carolina Code Of Laws By Adding Section 61-4-524 So As To Provide That The Department Of Revenue May Issue Certain Special Permits To An Establishment That Authorizes The Purchase And Sale For On-premises Consumption Of Beer And Wine At An Occasion Held On The Grounds Of The Establishment Outside Of Normal Business Hours.
