Amend The South Carolina Code Of Laws By Adding Section 40-45-285 So As To Provide Physical Therapists May Certify That An Individual Is Handicapped And Declare That The Handicap Is Temporary Or Permanent For Purposes Of The Individual's Application For A Handicapped Placard.
