Rhode Island S3257 creates a state-run prescription drug purchasing pool, allowing nonstate public employers, private employers, and health insurance carriers to purchase prescription drugs through the state's purchasing authority. The director of the Department of Administration will establish procedures for eligibility, enrollment, and participation duration. The pool will not constitute a risk pool, and participants will pay the full cost of their claims and drugs.
