Rhode Island S3187 permits the town council of New Shoreham to enact ordinances regulating the rental of motorized bicycles, motor scooters, and motorized tricycles. The ordinance can limit a license holder to renting or leasing no more than 34 such vehicles. It also mandates that operators must have a valid license, requires annual vehicle inspections, and allows for fees up to $40 per vehicle for license issuance or renewal. The town council can authorize up to five rental licenses, which can be adjusted based on the retirement of existing licenses.
