Establishes a statewide mobile response and stabilization services program for children and youth in Rhode Island.

The bill establishes a statewide mobile response and stabilization services (MRSS) program to provide rapid crisis response and short-term stabilization for children and youth in their natural environments. MRSS will be funded through a combination of Medicaid, commercial insurance, and state general revenue. The program will be available 24/7 to all children and youth regardless of insurance status or Medicaid eligibility. MRSS will be delivered by designated community-based providers with expertise in children's behavioral health.
