Rhode Island S3011, known as the Post-Secondary Student Health Insurance Plan Act, mandates that public and private colleges and universities in Rhode Island cannot charge students for institution-provided health insurance unless the students affirmatively opt-in to the coverage. Institutions must prompt students to accept or reject the insurance plan and maintain records of these decisions for at least three years. The act also prohibits institutions from assessing fees for health insurance coverage to students who have rejected it. The act takes effect on January 1, 2027.
