Rhode Island S2960 eliminates fingerprinting fees for licensed childcare hires, requires background checks for youth activity instructors, and allows active top secret sensitive compartmented information (TS/SCI) security clearance to satisfy criminal background check requirements. The bill mandates that any new applicant for employment in a child day care program, family daycare home, group family daycare home, or child daycare center be exempt from fingerprinting fees and that nationwide criminal records checks be conducted at no charge.
