Allows tenants to withhold rent and deposit it into an escrow account if a landlord fails to correct housing code violations after a second notice.
Rhode Island S2901 allows tenants to withhold rent and deposit it into an escrow account if a landlord fails to correct housing code violations after receiving a second notice from an enforcing officer. The rent deposited into escrow will be equal to the amount the tenant would be entitled to as an abatement for the landlord's failure to correct the violations. The act modifies the Housing Maintenance and Occupancy Code to include this provision.
