Rhode Island S2591 limits how landlords use criminal history in rental decisions.

Rhode Island S2591, the Fair Chance in Housing Background Checks Act, delays background checks until after a conditional offer has been made, restricts which records may be considered, bans discriminatory ads, and provides enforcement and penalties. The act prohibits landlords from requiring an applicant to complete any housing application that includes inquiries regarding an applicant's criminal record prior to the provision of a conditional offer.
