Establishes a universal and unified healthcare system in Rhode Island.

The bill establishes a universal and unified healthcare system in Rhode Island, named RICare, to provide comprehensive, affordable, high-quality, publicly financed, and publicly administered healthcare coverage for all residents. It creates an RICare board to oversee the system, set payment rates, and approve the benefit package. RICare will cover medically necessary benefits, including primary care, preventive care, chronic care, hospital services, behavioral health services, prescription drugs, and more.
