Establishes a commemorative motor vehicle license plate honoring Governor Roger Williams.

This bill creates a special motor vehicle license plate to honor Governor Roger Williams, the first governor of what became the State of Rhode Island. The plate will bear the designation "Governor Roger Williams" and the state seal. It will be issued upon application and payment of a service charge in addition to the regular registration fee. The charge includes $15 for manufacturing and distributing the plates and the remainder goes to the general fund. The act will take effect six months after passage.
