Authorizes blanket permits for self-propelled cranes exceeding size and weight limits on Rhode Island highways.

This bill authorizes the Rhode Island Department of Transportation to issue annual blanket permits for self-propelled cranes that exceed size and weight load requirements. The permit allows for 24-hour movement on state highways, Monday through Sunday, without escort. A $400 annual fee exempts permit holders from single trip permit fees. The permit is valid for one year and requires compliance with posted bridge limits. Travel is restricted to daylight hours and prohibited on certain holidays and specific bridges. Violation of permit conditions can result in fines and permit revocation.
