Rhode Island S2388 imposes a moratorium on the issuance of new home care provider, home nursing care provider, and hospice provider licenses until July 1, 2031. During this period, the Department of Health will conduct a statewide utilization and capacity study to assess the availability and utilization of these services, identify underserved areas, and recommend ways to address gaps. The number of licenses in effect as of June 30, 2026, will be the maximum for each category. Closures of providers will reduce the maximum number of licenses by one.
