Establishes Medicaid fee-for-service reimbursement rates as the rate floor for managed care by home care, home nursing care, and hospice providers.

This bill sets the Medicaid fee-for-service reimbursement rates, established by the general assembly, as the minimum rate for Medicaid managed care provided by home care, home nursing care, and hospice providers. It mandates that Medicaid recipients who voluntarily leave a nursing home, hospital, or intermediate-care facility for persons with intellectual disabilities are not subject to any waitlist for home- and community-based services.
