Establishes the Higher Education Opportunities for Students with Disabilities Act, allowing students with severe intellectual disabilities, autism.

The Higher Education Opportunities for Students with Disabilities Act enables students with severe intellectual disabilities, severe autism spectrum disorders, or other severe developmental disabilities to attend state colleges and universities. Students aged 18 to 22 can audit or take credit-bearing courses without needing to meet standard admission requirements. These students will be included in all academic and non-academic opportunities at public institutions of higher education.
