This bill amends Rhode Island's parole laws to allow prisoners who committed offenses before age 18 and were sentenced as adults to be eligible for parole after serving 15 years of their sentence. The bill does not extend parole eligibility if the prisoner qualifies for earlier parole under other laws. The changes apply to all offenses occurring on or after January 1, 1991.
