Introduced Text

Rhode Island S2304 mandates the use of actual residences of incarcerated individuals for redistricting, collected by the Department of Corrections.

Rhode Island S2304 ensures that incarcerated individuals are counted at their actual residences for redistricting purposes. The Department of Corrections will collect and maintain an electronic record of the legal residence and demographic data for individuals entering custody after January 1, 2027. This information will be forwarded to the Division of Statewide Planning for use in redistricting. The act aims to correct the discrepancy where incarcerated individuals are currently classified as residents of their places of incarceration rather than their home addresses.
