Grants tenants that are the victim of various forms of abuse including, but not limited to, sexual and domestic abuse and stalking, the right to terminate a lease agreement early without penalty or liability for rent. Effective 7/1/26.

Rhode Island S2291 allows tenants to terminate leases early without penalty if they or household members are victims of abuse, domestic violence.

Rhode Island S2291, known as the Rhode Island Survivor Early Lease Termination Act, provides tenants with the right to terminate their lease early without penalty or liability for rent if they or any household member are victims of abuse, domestic violence, sexual assault, or stalking. The bill also allows tenants to request a change of locks if they reasonably believe they are under imminent threat of such abuse. Landlords must comply with requests to change locks and cannot refuse to rent to tenants who have terminated their lease under this act. The act takes effect on July 1, 2026.
