Rhode Island H8383 creates a state-run prescription drug purchasing pool to maximize drug discounts for nonstate public employers, private employers, and health insurance carriers. The pool allows joint participation by two or more nonstate public employers or qualified private employers. The director can offer stop-loss coverage and coordinate with the state's prescription drug discount program. The pool is not a risk pool, and participants pay the full cost of their claims and drugs. The director can enter into multistate arrangements to maximize discounts and value.
