Rhode Island H8214 halts new home care, nursing, and hospice provider licenses until 2031, with health systems planning by the Department of Health.
Rhode Island H8214 imposes a moratorium on new home care provider, home nursing care provider, and hospice provider licenses until July 1, 2031. During this period, the Department of Health must conduct a statewide utilization and capacity study and health systems planning. The number of licenses in effect as of June 30, 2026, will be the maximum number of licenses issued in each category. If a provider closes without a change in control, the maximum number of licenses will decrease by one.
