Rhode Island bill H8173 amends the Lead Poisoning Prevention Act to exempt private side lead service replacement costs from state appropriations. Water suppliers may be eligible for reimbursement from the state for costs associated with private side lead service replacements financed by their customers. The bill mandates water suppliers to develop a service line inventory by October 16, 2024, to determine the presence of lead in each water connection. Water suppliers must prioritize projects for disadvantaged customers and those most sensitive to lead effects.
