Rhode Island H8108 amends the Residential Landlord and Tenant Act to limit annual rent increases to 4% for private rental tenancies. However, landlords can request an exemption from the secretary of housing to increase rent further for taxes, insurance, or health and safety costs. The bill provides tenants with civil remedies, including monetary damages and attorneys' fees, if landlords violate the rent increase limits or wrongfully terminate tenancies. The act takes effect upon passage.
